Cyndaquil is listed as a mouse in the dex. The original chinese zodiac uses a word that can mean either rat or mouse.

A domesticated Fox would actually be a dog and they're both part of Canidaes, partly where Canine comes from.
As for Cyndaquil, that's an odd one, it is definitely based on a shrew, but is given the title Fire Mouse/Rat (the words are interchangeable in Japanese), but ultimately evolves into a Wolverine.
While I don't personally agree with the Zodiac Theory, it does have a basis for pretty much everything but Cyndaquil, and even the Pokedex does call it a Mouse/Rat instead of a Shrew. It's definitely a far more consistent pattern than the Cats being the Seven Deadly Sins.

Why wouldn't Purugly be pride/vanity. Just because it's fat doesn't automatically mean it's a glutton. Its concern over its appearance is more indicative of vanity. If it were just gluttonous it probably wouldn't care to try to cinch its waist. That being said, this is not really a pattern at all.

Dogs originally appeared in a divergent from Wolves and Taymyrs around the time of Hunter-Gatherers, mostly bred from those two species and brought down. A dog originally was basically a domesticated split from these two animals.
A fox would work in a similar way after awhile, in fact, some dog species are actually divergent of Canis/Vulpes hybrids.
