As someone who lives in Washington, I can tell you it gets hot af here. But Washington also has a much more diverse climate than any other state. We can go from a rain forest to a desert in ~6 hours of travel.

Yeah, as an unbiased observer (i.e. a Northeasterner), I've always thought of the Pacific Northwest as Oregon, Washington, and maybe British Columbia. Not California.
In any case, I'd really love a PNW region. I've been out there a bunch of times, and it's pretty great. I think it would make an excellent basis for a Pokemom region.

Western WA winters are cold but not bad for how far north it is. It usually stays in the 40s so instead of snow we just get a lot of rain. You need to go to the mountains to get snow.
Same thing in summer, it gets hot and dry but rarely gets above 90.
Eastern WA is across the mountains and is pretty much all farmland, hills and canyons. It has the same climate as any midwestern state, with really hot summers and below freezing winters.

The last one's theme is also culture and history. There's not much of a pattern. It's more like overaching themes that show up on a whim. Like Hoenn was full of culture and history too. Kalos dealt with the doomsday weapon aka modern technology, the bad guy also had a bunch of tech at the end. It's all strawmans.

It's more likely than you think. Twin Peaks was huge in Japan and inspired Mother. People who worked on Mother went on to make Pokemon and it has so many connections with it. Nintendo was also inspired by Twin Peaks for Link's Awakening. That's probably why there's a mysterious owl and the whole dream like nature of the game. They actually talk about the things it did inspire too like a cast of suspicious townsfolk and shit.

Well the first thing is that they decided to keep the blocky look to a T. While that worked in Gen 3, because everything was blocky back then, it doesn't work with the smooth NPCs now and the new building models. Also the block distance remains mostly unchanged, but the player is a lot bigger, thus the region feels small and cramped
In addition, Kalos while being shite, while it preserved some blockiness characteristic of Pokemon, it felt more nature, with more curves and stuff, and seeing the Hoenn map afterwards is a bit jarring

WA would actually make a very good region - there's a huge temperate rainforest, access to the ocean, a busy modern waterway with major cities and a lot of islands, a mountain range on the peninsula, another mountain range dividing the region in two, and on the east side there's a desert and highlands. Add in lots of rain in the west and heat in the east, a major native influence, lots of artistic pursuits alongside technology, other pokemon-ass shit
