There's no word for an animal that can walk on it's hind legs and all fours effortlessly. They're called both bipedal and quadrupedal, as such Typhlosion moves around on it's hind legs and runs around on all fours.
That makes it a quadruped as much as a biped regardless of what only you have seen. If that was the case, there are people in the world who would believe meerkats are bipedal as they've only ever seen them stand up
