Same here, except it's not about making sense (X type pokemon don't have to be literally made of X, just better at using X moves), but it's just obviously impossible to balance 18 types.
Grass/Poison and Flying/Bug are merged because those are very common typings already, and we don't want a dual typing to outnumber both of those single types.
Please note that my picture does not mention the names of the possible merged types or their relations for damage in any way.

Keep Ice its own thing because that's a common RPG trope. Metal is also frequently treated as an element in Eastern mythology so leave Electric and Steel separate.

Dark and Fairy represent fairytale animals.
Dark represents the mischievous/malevolent ones that would misplace your items or cause you to have bad luck, like Sneasel (kamaitachi), Houdour (Cerberus) and Sableye (Hopkinsville Goblin). Literally trolls and the like. This is why they are weak against Fighting, which represents honorable motives, and Fairy which are non-malevolent (no idea why they are weak to Bug).
Fairy fills in the gap of the non-mischievous (or at least non-malevolent) variety of these creatures. This also includes unearthly Pokémon like Clefairy, but primarily the same idea, Pokémon based fairytale creatures or just totally fictional creatures, like Jigglypuff (a balloon), Snubbull (Cù Sìth), Togepi (Dokkaebi), Flabébé (a forest sprite), etc.
