There are already minor romhacks.

If you mean ones that do anything more complex--that would require script editing, and I don't think that's even possible for gen 6 yet. Let alone making a new region and custom trainers.

For fangames I like Z/O and Insurgence, the first one has some really cringe-worthy concepts but if you just pretend the story doesn't exist the actual gameplay is fun, and Insurgence is even better in the gameplay department, and the story is less cringy, more edgy. I have my eyes on Azurite and Phoenix Rising for upcoming fangames
For romhacks, I generally stick to Drayano stuff
