Who is the better illustrator/designer?
Ohmura designs more and more every generation, characters (Bianca, Skyla...more) and many Pokémon (he designs the water starter since generation 4 and probably he creates Popplio). Looks like Ohmura draw the Pokémon Artworks now too, what happend? Why do Sugimori stop with this?

Does Sugimori even design many Pokemon anymore? I got the impression he did so only rarely and mostly for special ones. Pokemon are designed by a lot of different people are probably just refined and parried down by main artists like Yusuke and the others. I don't even think Sugimori has done the art in a while either which is also a mixture of people. Isn't his title officially an art "director" now or something?

This list is ignorant of the fact there are other designers just as capable.
Takao Unno did the work for HGSS but a lot of it is attributed to Sugimori.
Kanako Eo makes a fine assistant character designer for Ohmura when he's doing his own thing. She specializes in cutesy but sensible work.
Ariga does was at being the "new" Sugimori a little better than Ohmura yet still a little more distinct than either.
Megumi Mizutani is a little of Ohmura and a little Sugimori seeing how she does a good job drawing Skyla and Winona respective of their artists with a little more flair.
nagimiso.sys should become a regular too, I've seen his Magma and Aqua card art and he'd ought to do more contract work for Pokemon when he's not busy with Vocaloid and stuff.

All I'm seeing from that list is that Nishida, Ohmura, and Ariga are the best designers.

You can tell Sugimori designs by the way he draws the eyes and mouth, mostly. Also the poses of the hands and the way they're drawn, the overall coloring/shading, and the shoes, too, believe it or not.
But overall it's the eyes and mouth that sell it, Ohmura doesn't draw anything like Sugimori even though it's similar.

Sugimori designs shoes considerably "less-fashionable" than Ohmura does. He usually makes them look like featureless blocks, like May's in that picture are roundish yellow shoes with nothing interesting going on. See this thread:

As you can see, Sugimori's lines aren''t as sharp or clean, and his coloring is way more dull as compared to Ohmura who's coloring is vibrant and lush with very clean, sharp lines.
As for character designs, look at Hilbert and Hilda, who are designed and drawn by Sugimori, and then Nate, Rosa, and Hugh, who are designed by Ohmura. The coloring, lines, shading, etc are all vastly different as well as the faces, poses, and expressions. Ohmura draws eyes and mouths significantly different than Sugimori does and both styles are actually really distinct and once you pinpoint them they're easy to point out.

Sometimes it might be to fill a hole, sometimes it's for a fresh perspective, sometimes maybe an old design was tossed out for the other guy's. Lots of reasons. Art and designs are generally similar enough due to homogenization in their final states that it's not an issue I don't think.

So that confirms it, the new official art for the Gen 7 Pokemon are done by Ohmura. I had the feeling the second I saw them.

Sugimori is one of the guys who sticked to this series from the very beginning. I wonder if this is the generation were Ohmura follows in his footsteps completely.

also, even if you can tell who drew something you can't tell who designed what. we know so little and there are very few official sources stating who designed what pokemon.
