Look up the Leviathan Cross, AKA the Satanic Cross, AKA the symbol for Brimstone. Do you honestly think that Game Freak, who are feverishly family-friendly, who have already gotten tons of slack from Christians throughout the history of Pokemon, would make a pokemon with the Satanic Cross on its forehead? Not to mention that it's the starter, which are usually pokemon that they try to make as profitable as possible.

I did read the rest of your comment, but I guess I didn't make myself clear enough. What I meant is that it could just be nod to the symbol for brimstone while not making it the main focus of the design. The stripes are mostly focused on the tiger aspect, but also incorporate the brimstone symbol which would kind of tie in with the fire thing.
