I noticed that too. It was fucking weird. I thought maybe it was because of Bubble's speed drop and they just want the moves to have no extra effects, but doesn't Ember cause burns? So I dunno.

Popplio is guaranteed to learn Bounce. I bet he learns once he evolves to mid evo.

I get that, but it's still dumb. it has the same base power as Water Gun, and the speed drop is only a 10% thing. i'm sure it'll get Bubble and Bubblebeam somewhere in its moveset, but geez. they make such a big deal about it making water bubbles, and then it doesn't even do that from the get-go.
