It snows in Hawaii, they'll get ice types in there. Also Hoenn was tropical, but introduced more ice types than Sinnoh, which has been the coldest region so far.

But that's wrong, there are only 13 Fairy Pokemon in gen 6, the others are from other gens.
Also I wonder where OP got 35 from, I count 34 Ice and 36 Ghost.

1 is part of the next generation so we shouldn't really count it until we have the full picture (for all we know it's the only Gen 7 Fairy)

Ice will continue being the rarest. We'll get a few Ghost Pokemon because of Tiki Curses and other random shit.
However, if we discount legendary and mythical Pokémon, Dragon easily becomes the rarest type, with only 30 "regular" Pokémon, while Ice has 32 and Ghost 33.
We have so many Steel and Dragon types in OU. We require more Poison, Fire and Electric types, but the main problem is that they are all weak to Earthquake - a move with common distribution amongst Normal, Ground, Rock, Steel and Dragon types.

I don't feel that Rock is very rare. Think about TTar, Terrakion, Omastar and Cradily. The only notable Fire Pokémon are Heatran, Talonflame, Charizard and Ninetails.
