Serperior. I like tepig as a first stage but i just find emboar to be so boring. Samurott ruins the whole water line for me.
I don't really like any of the Kalos starters that much. Delphox would be my favorite, i like the typing/stats but it looks like garbage so i have to go with greninja.
Serperior > Dewott > Samurott > Snivy > Oshawott > Tepig > Emboar > Pignite
