It's a toss up between these two. If the PWT is considered canon, then we know the HGSS protags and the B2W2 protags are the only trainers to have defeated Red. However, because Ethan/Lyra never entered the PWT, we don't know how they stack up against the other region champions, though it can be safe to assume they would have curb stomped the competition as well.

I was a good reskin. People love the idea of pokemon championship tournaments where people from around the world come and compete like in the anime. So much cooler than a dumb, arbitrary "beat these four dudes and we'll give you a title match" thing.
Legendaries are supposed to be pretty broken in-game so BW protags or ORAS protags.
