I don't think that's POSSIBLE. Seriously how do you pander harder than forced Pidgey; throwing Kanto starters which have Megas; Snorlax in the road before Gym 2 [As well as Aerodactyl potential]; free Lapras; Mewtwo; and most of the Kanto dex being in the game except the derpier ones like Muk?
Unless Charizard gets 3 more mega forms andf is thrown in your face for free before the 1st Gym this time I don't think it's possible to be more genwun pandering than X/Y
