in gen6 there are many examples of pokemon encounters that don't involve tall grass
pokemon swooping down on you, falling from a ceiling, or jumping out of bushes.
now imagine this concept extended. there is no tall grass, but rather, all pokemon in a route are programmed to have a chance of emerging from the natural surroundings. a diglet might just pop right out of the ground, as we've seen underground pokemon do in the past two generations.
while watching the sun/moon trailers, look at the surroundings. there is a lot of attention to detail in the placement of bushes, statues, and trees along the routes.
