So is Ash getting Ashimari? It would be odd to see him just get the water line again after this gen, but I could see them doing that. Will he get two lines and the third goes to a travel companion? Or will Ash get all 3 again? Personally I think the XY anime has been so good because Ash only had to showcase one starter. I can't see them giving him Rowlet because they will want to give him the regional bird, and Litten seems like it would go to companion flavor of the week. Which makes the sea lion the most likely candidate.

Yeah but in those regions Ash had reasons not to. In Unova his Pokémon were being sent to Juniper's lab instead of Oak's, plus he had more than 6 (not that it matter since he only have one six on si-five battle).
In Hoenn his goal was to limit himself to just Pikachu and Hoenn Pokémon. He did pretty well considering the handicap.

This setup was always a shit premise for an anime, and if it was going to be used, it should've only been used once.
This is why XY is shit. The whole 8 badges plot is not only retarded, but it's been completely exhausted to the point where it's become meaningless. Who the fuck cares about the league or winning badges at this point, it's all just a method of starting pokemon battles for the kids watching. At least in the OS, Gym battles provided Ash with character arcs that develop him as both a trainer and a person, but now he doesn't develop at all; there's nothing left to do with him.

my theory is that they don't want to spend the budget to animate ash facing the E4 or the champion (if he is fated to lose in the end). ash probably isn't ready to face them with the team he has (including those at the lab).
The pre-league is nothing compared to the E4. In fact, challengers who win it are still no match against the E4.
The day ash finally beats the pre league will probably be the day he wins the entire league.
