That's not inherent to remakes, though. HGSS had the Crystal stuff slotted in. I don't necessarily believe GameFreak rushed ORAS, but I don't necessarily disbelieve it either.
On the one hand, if they wanted to keep the R/S "plot" split, I could see that. As shallow as it was, RS did involve more of a plot and the box legends than GS did. Everything else aside, Delta Episode satisfies Emerald/Rayquaza plot requirements. But it lacking a bunch of Emeralds general fix, changes, and buffs is pretty criminal. Battle Frontier aside, Emerald just had a better polish on the game and a number of neat side shit. Even if HGSS hadn't had the Suicune subplot, it did have a number of the Crystal additions, like more on Claire's tantrum and more gift eggs.
I suppose maybe Emerald had more changes than Crystal did, but still. At this point, a DP remake is probably coming at some point, though probably not any time soon. We just have to hope it at least involves some of Platinum's fixes.

Besides, that's one of the least of the problems. Two full remakes, from 2D to 3D in a single gen? And we're only just now coming up on ten years for DP, and that's still several months away. RG to FRLG was only about 8 years, yeah, but GS to HGSS was 10 and RS to ORAS was 11.
Some people will buy them regardless, but pumping out remakes every year for games still not terribly old is going to hurt sales. There's no reason to do both now, this gen, and now get them on the back burner until next gen and later. Yes, they'll probably be remade eventually, but there's no particular reason to believe it'll be this gen, and especially not both this gen.
