Since May is an established character and they wanted people to see her new ORAS look, they removed customization from ORAS. It seems telling its back with the Sun/Moon games.
I'm sort of glad. I've grown fond of May's new design and I'm glad people can't change her to make her look like anything else.

I don't know why you focused on May specifically, but yes, Game Freak presumably left out customization from ORAS because Brendan and May's designs had both been well established, and were part of the Hoenn story. If they remake Diamond and Pearl for example, you might get light customization options, like the choice between their DP and Platinum clothing, but Lucas and Dawn will very much remain Lucas and Dawn
