Lucario was popular from the start because he got his own movie way before Gen IV. Lucario also gets a statue in X and Y, and that's just before you're given your own Lucario regardless of whether or not you already had one. You aren't even given Zoroark in Gen V without an event until BW2, if memory serves.

To be fair, all of the information needed is within the Sea Mauville journals where it's revealed that Infinity Energy is the bio-energy of Pokemon and Devon have been abusing Pokemon for that energy.
She even mentions them repeating the mistakes of the past in your first encounter with her in Mossdeep.

The reason she told Archie or Maxie about Groudon and Kyogre was to awaken Rayquaza because she didn't know how to on her own so she went with the next best method of creating a crisis.
She's certainly not a perfect character due to her recklessness and lack of explanation but it seems like most of the dislike towards her is because people rushed through DE and the rest of the game rather than taking it in.

Now I'm not so sure. She's clearly set up to be recurring like Looker, but considering the west AND east hate her for the most part they might have shelved her. I guess it depends on whether Game Freak cares to listen to the fans over their own interests or not.
