Chikorita has always been an well designed pokemon. Even Meganium isn't that bad. Sadly, it wasn't competitively viable, so people hated on it for that.
It's good to see that people are warming up to it however.

I didn't like Poppillo at first, but after seeing all the trailers, it's really warmed on me. It's meant to be ridiculous and smug. So long as it's evos aren't abominations (looking at you, Emboar) I'll totally use it.

The circus has existed since roman times, literally everything about the circus is the result of time-tested utilitarian decisions.
Everything from the animals to the music they chose to play to a large audience was the result of the fall of the Roman empire and the fact that entertainers could no longer remain in their original theaters.
Once they started travelling, they realized that this was a much more lucrative method of entertaining people. Organs were chosen as the musical instrument of choice due to their volumes reaching over large audiences, animals were exotic yet domesticated/hardy enough to survive long distance travel, and the clowns were adopted from early pantomime and ballet, as a way of keeping the audiences happy as the original horse riders prepared the following show.
The circus is one of the oldest forms of entertainment in civilization. It deserves some reverence you uncultured plebs.
