Gengar was top tier in RBY because Normal was almost as strong as Psychic, if you can believe that. Gengar was immune to Hyper Beams that needed no recharge and high speed permacrit Slash, and had good stats to make it a decent counter.
Gengar was top tier in GSC for similar reasons, being immune to an even more ubiquitous Normal hegemony as well as being able to use a pseudo boltbeam.
Gengar laughed as all its long time rivals dipped into relative obscurity while being able to adapt to changing metagames.
