it seems like a fairly safe bet when BW was specifically and explicitly trying to start with a clean slate and the only region to do so. Every other region has shoehorned pikachu in there somewhere just because it's pikachu.

It would seem a little nonsensical to have the entire hotel decked out in pokemon that aren't anywhere to be seen. Despite the one NPC who mentions it the charizard bridge isn't even shown looking anything like a charizard. Not to mention that as a starter it wouldn't be in the wild anyhow, though I'd like it if they started throwing previous starters into appropriate environments as wilds, but I doubt that'll happen.

They're going to have 279 Pokemon. In X and Y, they focused on the game engine and models and megas and ended up having less time to work on new pokemon. Since they can just reuse old assets for S&M, they have time to make tons more pokemon.
Furthermore, it would make up for the disgustingly, unacceptably small amount of new pokedex entries from gen 6.
Lastly, 279 would finally get us to 1000 pokedex entries.
