Well you put Charizard in the dragon slot because of its final evolution alone, yet Tepig is the one in the pig slot because it evolves into a boar. Now this one could be because that is what the sign is called in Japanese because pig is a bit rude, additionally its species name in Japanese is basically "big fire pig" despite the name and model, so the entire Tepig line is a grey area I am willing to let slide. Cyndaquil line is in the rat slot for literally no other reason than its species name, even though these are ignored when it damages the argument. A lot of these line up, even Litten I can totally see becoming a Tiger with all it's stripes, Fennekin is on shaky ground, relying on using its family instead of it's genus/species, and Charizard is carrying his entire line into Dragon. But let me tell you about how Typhlosion has more in common with a Tiger than it does a Rat.
The most clear and abundant inspirations for the three Pokémon are Echidna/Shrew for Cyndaquil, Weasel/Stoat for Quilava, and Honey Badger for Typhlosion. None of these animals are in the Zodiac, so, like Fennekin, we instead move up a step and start trying to match any of these creatures families to a Zodiac animal, as Fennekin does with Canidae. Muroidea/Muridae is the family we're looking for for Rats.
First of is Echidna Tachyglossidae, there is nothing in Tachyglossidae but Echidna. There are no Tachyglossidae in the Zodiac.
Next is Shrew, Shrew are like Echidna, their family Soricidae are just themselves. There are no Soricide in the Zodiac.
Weasels/Stoat/Honey Badger are all in the family Mustelidae, Mustelidae are carnivorous mammals, ferrets/weasels/otters/badgers, that sort of creature. There are no Mustelidae in the Zodiac.
None of the animals that inspire the Cyndaquil evolution line are in these family. If you cannot use family like you do with Fennekin, you must go up a step, to the order. Rats are in the order Rodentia, better known as Rodents, this is what I see a lot of the 'evidence' to suggest the Cyndaquil line are rats come from, 'they're all rodents, close enough', lets see if we can fit any of the lines animals into rodents.

The Japanese species name refers to a category of rodents including the hedgehog and the english translations are often poor translations. Either way, the pokedex isn't to be taken seriously.
The actual names given to Pokemon are far more reliable. CyndaQUIL refers to the quils of a hedgehog. Several of Cyndaquil's names in other languages refers to hedgehogs or porcupines including it's Japanese name.
Fennekin is a fennec FOX. Fox is from genus Vulpes. Dogs are from genus Canis. If we were to take the family Canidae as representation of dog, we'd also be including things like tanukis.
As far as we know right now, Litten is just a kitten, as in domesticated cat. Unless it evolves into a Tiger, this would also refute the Zodiak head canon because the cat is specifically not in the Zodiak in the lore surrounding the Zodiak.
