Vivillon has different patterns in each real-world location. Hawaii had a pattern that was almost entirely exclusive to it, that couldn't be found anywhere else in the world. The proyect was Pokémon Rainbow. There was the possibility that the plates just had a rainbow in reference to the name of the proyect. Other explanations were made up for Masuda's pics as well.
In the end, it was Hawaii all along, but the arguments used in favour were as strong as those that could be used for other places.
In the same way, the owlfags were right: we were going to have an owl as the grass starter and the "leak" bears some resemblance to the final result, but their arguments literally were:

Kalos could very well be just north of Johto and Kanto and Alola could be right next to Hoenn for what we know. The only thing we are sure about is that Unova is very far away from all of them.
They tend to focus on really weird things. One of BW's themes was "bridges". Apparently "flowers" is one of SM's? This is probably the region wsoe inspiration is most blatant so far too though it may just be the early game and it falls into its amalgam of generic cities and snow places and stuff later on.

That's a ridiculously specific place to put a rainbow if it's not a reference to Hawaii's license plates. Even alone it was strong evidence, but combined with the Strange Souvenir, I thought it was indisputable. Yes, other cultures use similar idols, but it's so closely linked with Hawaii compared to others. You could use a million symbols for Mexico, but a tiki is literally the first you'd think of for Hawaii.
To be honest, I thought it was one of the strongest "speculation" theories that's ever existed for this franchise, and I would have been shocked if it was anything but Hawaii.

Masuda was also tweeting about Spain and France back during development time, and the Japs love having their holidays in Hawaii. Right now, we know that he did mean to tease us with the new location, but back then, it could mean nothing.
Now, when the next generation comes, we'll be 100% sure that wherever Masuda is tweeting from, that will be the new region, but until now, absolutely everything about all theories was pure speculation.
