This might have been the intention in RB and MAYBE GS but not outright stated there, but I'm pretty sure this hasn't been intentionally the case for a while and RB was poorly balanced for it since Charmander could beat Brock easily by itself due to rocks having low special and beyond that point available pokemon options being able to take each gym leader, usually the ones that beat them being practically right outside their door.

Or Yellow, where Bulbasaur was Grass/Poison? Or did you get it confused with that time you got Kanto starters in Gold/Silver/Crystal where Bulbasaur was Grass/Poison?
