The first four regions were all Japan but you couldn't leave Hoenn or Sinnoh.

New York and Hawaii are very far away by boat, friend.

I doubt it, California and Hawaii are a 6 hour plane ride apart, and California to New York are another 5-6.
Based on distance, it's probably more likely to visit some region based on Japan, if any at all.
I think Hawaii is closer to Japan than to US
