Phoebe was Okinawan which is where Hoenn was based on. You can tell because of the red flowers she has which are meant to be analogs to hibiscus also something something spiritualism. They just went into overdrive with this being Hawaiian and making most people brown I guess to make it distinct from Hoenn which was like the Hawaii of Japan but wasn't actually that tropical or anything.
