Actual artfag here, the tan of Rowlet is the tan of Hoothoot, another Owl. The green is a very basic tone of green that is used in a few grass Pokemon, granted it's a tad more darker than some others such as Bellsprout's leaves.
Assuming that the leaked Owl is fake, it wouldn't be hard to assume that was it's colors based on previous Pokemon.
Now with that said, the Owlfags hinged on the fact that the leaked Owl was real, not that the grass starter would be an Owl, which we all assumed anyways based on the theme of grass starters being real life evolutionary changes all the way from dinosaurs to owls for instance, especially with the trademark being grass/flying.

The best explanation I can think of is that someone ended up with a high enough quality version of the 20th anniversary video to sorta-kinda make out Rowlet on one of the sketches, then tried to draw it. That would explain why the colors match up, but the designs look nothing alike.
