Why is he so slow? I can't really find a justification for his base 20 speed.
I guess you can say because the armor is heavy but if he's based on a jousting knight (possibly on horseback) then he shouldn't be as slow.

You don't need a literal horse to showcase a warrior under horseback-esque movement. Horseback functionality is the main reason why Samurott can use it's helmet like an impaling spear.
