It was OU during gen V. It just got outclassed. Fighting type got shit on by fairy for little to no reason. It is the only physically offensive mon with regenerator which is dope. I still run one on my team even though it hasn't been great in (5) years. Fake out, U-Turn, high jump kick, knockoff can be a pretty decent all out attacker build. It could be better with speed and better with a mega but I'm not sure those are even enough to get it back into OU. The megas that exist now are just so ridiculously strong.

Elemental punches would help a lot. The big issue with Mienshao is the lack of coverage options which limits it to a hi jump kicker + U-turn scout.

Maybe a 10 point boost, like 3 more to speed, 5 more to Spec Defense, and 2 to Attack

Give it the elemental punches, which actually make sense since it's a "mystical shaolin monk" type fighter.

Give it some gimmick moves that might be fun, like Follow Me, Parting Shot over Baby Doll Eyes.
