Dewott doesn't learn Ice Punch because it's whole physical fighting style is only using it's Scalchops which is why it was designed to be a mixed attacker with physical moves mostly related to slashing.

It can clench and use it's tail at least. Dewott on the other hand is heavily influenced by Samurai. If it needs to go physical, it's Scalchops are it's best friend. Do you even concept?
