It doesn't work like that.
Japan's timezone is 13 hours ahead of EST. which means when its, say, 9 PM EST monday, its 10 AM JST tuesday. However, if its 8 AM EST Tuesday, its 9 PM JST Tuesday, which is when the announcement is set for.
