Literally every single game does that, I don't think DPPt even added any items of use to the players beyond expanding the TM count beyond 50 and the power items, which is only used if you want to venture into the world of competitive pokemon and not many players actually do so.

Gen 4 didn't even add that many Pokemon being beaten only by gens 2 (by about 7 Pokemon) and 6. Not to mention there was a ton of cross gen evos to pad the additions.

Not really, it just shuffled around which pokemon were good and which were bad because moves used specific stats as opposed to types.
I mean, instead of associating attack and special attack to, what, 17 types at the time? They reduced it to two giving the moves themselves a sort of sub-type.
If you want to talk about revamping battling that would go to gen 2 and 3 due to the special split in gen 2 and addition of abilities as well as double battles in gen 3. Those were game changers.
