Uh, I always evolved my Poliwhirl into Poliwrath, it's just that I prefer Poliwhirl's design to Wrath and Toed, the former of which just turns a nice, neutral design into "angry mode," and i've never been a fan of the way Politoed plays.
It also helps that since stones were basically nonexistent in G/SC, you had to rock a Poliwhirl for most of the game, and I liked Poliwhirl in the Adventures comic book I'd find in local shops, and I had a Time's magazine with Poliwhirl on the cover.
I had weird exposure to Poliwhirl growing up.
