One could always argue that the entries represent a certain point in pokemon research. They just found out different things as time progressed.

There won't be a Toxeon because Eevee evolutions are all Special, not Physical.

The only one we're missing is Dragon.

Before the Special/Physical move split, Fire, Electric, Water, Grass, Psychic, Dark, and Ice were all Special. Dragon was as well. There was also one less Special type at the time, but Fairy easily fits in as a ninth.
