Considering it's a priority move with either 30, 45, 60 or 75 BP, I'd say it is fine. There's just no reason to run it on fast as shit special attackers.

I say it doesn't need buffing at all.
it's a priority multi-hit move so it's already dealing more damage than its cousins like bullet punch or ice shard with just 2 hits, any more is just icing on the cake.
The reason why it's not used all that often is because Greninja already has that fantastic 122 speed, so he's less dependent on priority than, say, Mamoswine or Conkeldurr.
