I don't really see much of a problem with this small Route, sure it does seem a little pointless to have it but it was also a nice way of showing off the camera angles since you had a diagonal view for Vaniville Town.
They removed the chance of encountering a shiny before having Pokeballs available. I don't see the problem.

From what I can see in the picture. I'll do a short analysis as a complete artist.
The first route of a game, a book, a movie or anything related, in a way depicts the whole plot structure.
We can see that the route is rather straightforward with no obstacles whatsoever. It has trees on the sides and a clean pavement in the middle, leading to a large opened gate, yet simple.
The meaning of this, is that the whole game is easy, without challenges and leads to a simple ending.
Now the question is... Is there a chance that this simple road has a hidden message in it? Maybe a sublime detail that may allude to something bigger?
Since we know what the plot is, we can say that no, there is nothing more to it. It's fucking shit.
