Noivern is a Dragon type with a tail, but it cannot learn Dragon Tail.
Growlithe has the word "Growl" right there in it's name, but it can't learn Growl. Actually, I think Eevee and Furfrou are the only dog-like pokemon that learn growl at all.
Kyurem has ice all over its face and clearly possesses fangs, yet cannot learn Ice Fang.
Machamp can throw incredibly fast punches according to the pokedex, yet does not get Mach Punch.

If this move was exclusive to the Garbodor line I could maybe understand the description and animation.
But Pokemon like Arbok and Octilery learn it by level up and Pokemon like Infernape and Mantine can learn it through move tutor.
