Inconclusive. There are legends that have appeared in more than one region, even Mewtwo and there is canonically only one of it known. There's just a mountain of things that cannot be sorted out with that.

It's only inconclusive if you believe the player actually capturing said Pokémon and keeping them in a PC for all of eternity is canon. Otherwise, the Mewtwo in Kalos is just the same as the one in Kanto. The Winged Mirages in Kanto/Johto/Sevii/Sinnoh/Kalos are also all the same. And so on.
