I really like it, I even like Eelektross's model in gen VI. Used one in my first playthrough of White and I think an electric eel Pokemon (inb4 it's technically more like a lamprey blah blah shut the fuck up nerd) but holy shit 39 is way too late for a Pokemon that doesn't learn any TMs to evolve.

I think they tried to make it like Magikarp or Beldum, where if you stick with it through a weak pokemon you'd get a badass pokemon, but they fucked up in two ways. First, in BW they decided to say fuck you to reasonable evo levels and make everything late 30s - late 40s. Second, they overcorrected when trying to balance eelektross. It has no weaknesses and an immunity to ground, sure, but it only resists 3 uncommon types. Then, they made its speed shit and it's defenses mediocre.
Give it a mega that boosts its speed +60, sp attack +30, and it's attack +10, then add water or dragon typing. Then it'll be good.
