They're original designs and as long as they aren't taking any sort of credit for the Pokemon franchise it's perfectly legal. Also you can make a lot of money off of doing things like this, of course you need to produce good art in order to actually do them at prices like this but it is still possible. Artists aren't as starving as you'd be lead to believe.

About two and a half months ago three designs were leaked on here and were claimed to be the starters for Sun and Moon, everyone deemed them fake though and they were forgotten about. But sometime last month they started coming back up again after a few trademarked names were found, one somewhat matching the owl you see there. This sparked a huge uproar in those designs being spammed again and now they won't fucking shut up about them. This uproar then caused a huge pointless debate on whether or not they are real or fake, even though everyone deemed them fake the same month they initially leaked and for some reason the trademarked names don't make them any less fake than they were then. Essentially it's best to not reply to anything about that owl and just ignore them at all costs because you can't reason with those that believe they are real even though they shouldn't be deemed real until we have confirmation of the starters from TPCi.

Depends how fast you are. Solid artists can pump out a design like this and complete in an hour. Super artists, like pigeon666, can pump out a fully rendered bust in ten minutes.

the designs are pretty weak. lots of ornamentation and little actual character or strong design basis. the art style is pretty good though.
the first stage of line H is nice. Design E is tolerable but very bland. the first stage of Line I has a suspiciously familiar face and Design F is just an alternate reality vaporeon.

I'm pretty sure D's pose is the same as Tepig's in official art, and F's pose is identical to Sylveon's.
A and B seems suspicious too, but I can't quite put my finger on why.

I feel like B and D could evolve into cool-looking monsbut probably not by this artist
E is pretty nice, though if it has a boring typing, stat spread and movepool then that'd ruin it for me.
F is like a gen 6 Vaporeon and I honestly really like it, would use as a starter.
I is a good idea but maybe that last evo needs a little bit more work. I'd still use this line, would make a great Grass starter since it looks athletic and fast, and that bold crimson makes it more feel more aggressive and hot-blooded; all tropes Grass type starters don't usually exhibit, so it'd be a nice change.
A, C, and H are pretty crap IMO.
