On one hand, doubt that site would use fanart since it's actually a long running and serious magazine if I'm not mistaken.
On the other hand... that artwork looks odd to me. The Pokémon seems to be smirking... which is odd for a cover legendary. Also, the eye looks off.

To explain more, boxes need to be manufactured, which could take months to reach the quantity needed for launch day. If this person is involved in the production of the boxes, it is reasonable to assume that they might have a concept of the box available to them. Though this looks good enough to be the final version, if that is the real legendary.
