The face snout is less round, but the same can be said for giant river otters when compared to sea otters. The fan-tail is a conceptual design aspect from samurai warlords wielding war fans. NothIng at all related to sea lions. And since Samurott is wearing a helmet, it would most likely retain Dewott's triangular dark ears which sea lions lack.
Samurott's design execution is more close to semi aquatic mustelid than a full-fledged pinniped. Because ya know, it evolved from MUSTELIDS
