Dodrio is better IMO thanks to Tri-Attack still being good for him to use in this game and getting Drill Peck naturally, but Fearow can be caught so damn early (as Spearow) and is useful against the ghosts in Lavender Town.

You can replace it for a Dodrio later on. They're both pretty similar.
