Yikes. Yeah, I actually broke out a notepad and paper for my fishing trips in Unova, kept score while looking for a Politoed. It was an *exact* 1 in 20 ratio. Of course, the bastard always knows Perish Song, and opened with it twice. Then Bounces, effectively giving it a safe turn, so it became "can I catch this pokemon in ~2 turns, before it auto faints.

In every gen since gen 3 there have been weird ways to get some TtE pokemon without trading. Sometimes they're really well hidden. Sometimes finding prior generation common 'mon is impossible. Hell, the only way to get a Magikarp in Gen 5 is to buy one for $500 from some guy on a bridge.
