Because Gamefreak doesn't even care about the pokédex since the games don't reflect it in any way, and some entries contradict themselves.
And even then, no media follows the pokédex. Not the games. Not the anime. Not the card games. Not the spin offs. In none of them the pokédex is at the core of the gameplay or the whole point of the thing. (besides catching'em all, which is one of your goals but not the only one)
