Yeah, the best example of this is Dragonair to Dragonite.
Since Dragonair is a serpent, it's measured from its head to the end of its tail.
Dragonite, on the other hand, is a biped, so it's measured from head to foot, which is why it's "smaller". As in, it's not actually smaller, it's just measured differently because it's not a serpent anymore.
