Dual types are both. Not primarily one.
Their "primary" and "secondary" types could swap places without anything happening.
It's not that a water/rock type is 2x weak to Electric and only 1.5x weak to ground.
For example, the Honedge line is as much ghost as it is steel.
Therefore Noivern is not a cloud that dragons but simultaneously flying and dragon.
