The pokedex is inconsistent as fuck, it even contradicts itself. Even raw measurements like size and weight are consistently off even in the same versions of the dex. Gameplay is the most consistent factor.
That doesn't automatically make everything in the dex wrong, though. But there is no true 1-1 measurement you can make out of anything, outside of comparing stats.
Pokemon and their identities are best left to a rough approximation of all of the available informatin. I'd even go as far to say that interpretations of the pokemon outside of the game (such as the anime or manga) have merit.
Is Charizard dissapointingly small? It can be. Can some members of the species be a healthy 8 feet tall? Well even official art seems to think they can. There is no "true" canon, as everything we have available is up to interpretation or straight up incompatible with itself and each other.
