Gen 2 does have them though, Spinarak and Ledyba. Being part of a 3 stage line was never a requirement, just like how Swellow is still Hoenn's early bird despite only being a stage 2 line.

So far, the only region without a 3 stage bug type line is Gen 2. I mean, Ledyba doesn't even look like a regional bug. It seems to just work in it's own thing as a ladybug Pokemon. It's a fuck ton stronger than all the other regional bugs too, with it's base stats nearly at 300.
