Yes. Rock/Ground is a good attacking type, it covers a lot of stuff. Also, it gives you a pebble resistance and helps you to deal with Smogonbird in exchange for being revenge killed by Weavile. Just give it a good speed stat and reasonable offensive stats and it might become a threat.

Honestly, it ain't even a bad defensive type either, the meta just doesn't favor it and there's no real strong abusers of it.
Now since I can hear the epic greentext meme's coming a mile away, yes, that combination has a lot of weaknesses, but having a good defensive type is about having a lot of usable resistances more than it is simply not being weak to things.
It has a lot of resists. The meta just happens to favor what it's weak to more than what it resists.
I toyed with the idea of a Wonder Guard Rock/Ground that I thought could be OU.

Mystrach is a pseudo-fossil Pokémon created as a result of a machine malfunction. It is a normal chuck of rock that has been imbued with life from the reviving of another fossil and as a result has the ability Wonder Guard. It has 10 HP, which allows it to switch into Stealth Rock or Spikes, and thanks to its typing it isn't killed by Sandstorm. It gets Shell Smash which helps its low Spe and good Atk but it lacks the movepool to sweep without support. And it'd still die to any move, so priority would check it completely.

Rock Blast, Stone Edge, Rock Slide, Stealth Rock (because it is literally a stealthy rock), Earthquake, Shell Smash, Return, Curse, Camouflage
It would only get Rock and Ground moves (and Return/Frustration) as well as those few flavor moves: Curse (because it's a weird rock that is alive and its existence is cursed and painful) and Camouflage (because it can pass as a normal rock).
I really am a bad judge at what could be OU, though, so it'd probably end up NU.

Yeah, but it needs to be fast and have a workable attack and/or special attack stat. Bulk doesn't matter so much since it resists Rock attacks and is immune to Electric moves.
