on paper it's to nerf it because the base stats and normal typing alone make it a clear powerhouse, but Slow Start just ended up gutting it beyond saving.

ORAS should've been given another year so they could've made megas for all the Gym Leaders' aces (or their evos like Probopass) for rematches. And a Mega/Primal Regigigas with a post-game miniquest involving the Regis.

I don't think it's them not having any idea how to balance,they totally don't know how to balance, it's just that they want to make a handful of gimmick mons and balance some for ingame. Which is why Onix has such awful stats, it's meant to be the first boss.
